IMPORTANT TO NOTE
All types of motorsports involve potential dangers. It is the drivers’ responsibility to drive the vehicle with the greatest attention, respecting all the necessary safety measures at all times alongside with the Highway Code of the country.
ClassicCarClub.ro, Officials and Referees cannot be held responsible for any damage caused by the contestants and their vehicles, nor by any third parties, regardless of the nature of the damage.
1. DESCRIPTION OF THE EVENT
1.1. The 5th edition of the 'Castel Classic Rally' is a competition of regularity, organised by ClassicCarClub.ro, between 24th and 25th May, 2019. The rally will take place in compliance with the regulations of historic events being part of the present Supplementary Regulations.
1.2. The final classification is not based on the maximum speed or the shortest times, it is based on the ability of each crew to respect the fixed average speed. The average speed throughout the event does not exceed 50 km/h on National and County roads and 70km/h on highways. The event will take place on roads open for traffic and the organisers will not close any parts of the ROUTE for the regular traffic.
2. OFFICIALS
2.1. The officials of 'Castel Classic Rally' make up the Organising Committee, consisting of:

3. LENGTH OF THE ROUTE
3.1. The route of the 'Castel Classic Rally' is approximately 300km (the exact length of the track will be communicated after the finalisation of the Road Book).
3.2. All the passage control points and ideal times are indicated in the Road Book and in the Time Card. All the distances will be measured in kilometres.
3.3. The Road Book will be handed to each crew before the Start.
4. ELIGIBLE VEHICLES:
4.1. In order to be accepted at the start all competing vehicles must be in perfect technical shape, clean and labelled according to the requirements of the organisers.
4.2. Eligible historic vehicles will compete in different categories, as follows:
Class A (Ancester) – manufactured until 31 December 1904
Class B (Veteran) - manufactured between1 January 1905 and 31 December 1918
Class C (Vintage) - manufactured between 1 January 1919 and 31 December 1930
Class D (Post Vintage) - manufactured between 1 January 1931 and 31 December 1945
Class E (Post War) - manufactured between 1 January 1946 and 31 December 1960
Class F manufactured after 1 January 1961 until 31 December 1970
Class G manufactured after 1 January 1971 until 31 December 1980
Class H manufactured after 1 January 1981 until 31 December 1989
Class Y manufactured after 1 January 1990 until 31 December 1994 (maximum 5 participants)
Class M motorcycles manufactured until 31 December 1989
4.3. In case one category has less than 3 registered vehicles, this can be combined with the next category, A-E categories being constituted regardless of the number of entries starting the rally.
5. ELIGIBLE PARTICIPANTS / ENTRIES:
5.1. The registration procedure – the online form has to be completed on http://www.msclassicdays.ro. By filling in the registration form, the participating crews accept the specific regulations of the competition.
5.2. The entry fee has to be paid until 1st of May 2019.
5.3. Participation requests will be evaluated by the Organising Committee. The driver needs to have a valid driving license. Those members of the crew, who do not have a valid driving license are not allowed to drive throughout the rally; disobeying this provision will lead to the exclusion of the crew.
5.4. The Organising Committee reserves the right to refuse any application for participation without any explanations.
5.5. Validation of entries will be done after the payment of the participation fee.
5.6. Refund of the participation fee:
- 100% in case the rally does not take place
- 75% to those contestants, whose registrations have not been validated
- 50% to crews/contestants, who cannot start the rally for reasons of force majeure.
5.7. After the 1st May 2019 the participation fee cannot be transferred to another crew.
5.8. The participation fee will be published on the registration site.
5.9. The entry fee in the ‘early bird’ promotion will be paid until the 1st of March 2019.
6. ADVERTISING
6.1. The contestants have the obligation to label their cars with advertising material provided by the Organisers as well as the plates of the rally with their competition number (on the doors or lateral windows of the car).
6.2. It is forbidden to label the cars with the advertising material of any other historic car competition or event without the clear consent of the Organisers.
6.3. During the rally the Organiser and any other legal or private entity, delegated by the Organiser, can take photos, make videos or audio materials during the rally about the participants and/or their cars. As far as these materials are concerned, the members of crew and participants cannot have any claims towards the Organiser or lawful user of these recordings.
7. EQUIPMENT OF PARTICIPANTS:
7.1. Dressing code: the participants are obliged to wear decent clothing and to avoid inadequate clothing. The motorsport outfits of the years the cars originate from are accepted (overalls, drivers’ jackets, helmets, glasses – goggles, gloves, etc.)
8. GENERAL REGULATIONS:
8.1. STAGES
8.1.1. The Start will be given at each stage according to the Startlist, the starting interval between cars being 1 minute.
8.1.2. The contestants should not be at the Start before the time stipulated in the Startlist. Entrance to the Start before the stipulated time and blocking other contestants, will be penalised with 150 points.
8.1.3. Omittance of the start for any reason will be penalised with 150 points. The contestants, who omitted the start of one Stage, can start the next Stage in conformity with the Startlist.
8.1.4. One Stage represents the distance between two Time Controls (CO).
8.2. TIME CONTROLS (CO):
8.2.1. The official time is displayed at the Time Control of the Start and it is the exact time according to www.time.is .
8.2.2. The Timekeeper will mark the start/arrival time in the Road Book under his signature. The contestants do not have the right to write in the Road Book, unless certain spaces are marked as such or dedicated to them. Any altering of the Road Book caused by the crew will be penalised with 100 points.
8.2.3. The vehicles cannot enter the time control zone before the stipulated time for them, except in those situations when early arrival is permitted. Any difference between the stipulated time and the realised time will be penalised with 10 points for each minute difference in advance or delay.
8.2.4. The maximum delay at each Time Control is 15 minutes.
8.2.5. The omittance of one Time Control will be penalised with 150 points.
8.2.6. The Time Control opens 15 minutes before the due arrival time of the first car and closes 15 minutes after the stipulated time (in compliance with the ideal time) for the arrival of the last car.
8.3. REGULARITY TESTS (TR):
8.3.1. The Regularity Tests are carried out as a normal part of the running of the Regularity Rally on roads open to traffic. Similarly to other parts of the competition, the crews have to adapt their speed in conformity with traffic regulations. In case the road regulations stipulate a lower speed limit than that stipulated in the Road Book, the crew have to respect the one imposed by the law. If the restriction is followed by a sign which ends the speed limitation, the speed can be increased to the one imposed by the organiser.
8.3.2. The Regularity Test will be measured at 1/10 seconds. If the fixed time is not respected, each second will be penalised with 1 point.
8.3.3. The START / FINISH points of the Regularity Test are not marked by specific indicators, but they are clearly specified in the Roadbook.
8.4. TIMEKEEPING:
8.4.1. Timekeeping in the Regularity Test is done by a device called ChronoFun (chronofun.com) a GPS-based system.
8.4.2. The timekeeping precision is 1/10 seconds.
8.4.3. Timekeeping is done in at least two points of the Regularity Test, the average speed is calculated between these points, and the time difference between the realised time at the fixed speed and the time with the realised average speed will be transformed into penalty points.
8.4.4. Stopping at the start/finish or along the Regularity Test areas is forbidden.
8.4.5. The timekeeping equipment is provided by the organiser. In case the timekeeping equipment gets deteriorated /lost at the end of the competition, the participant is obliged to pay 100 Euros compensation for the deteriorated/lost equipment.
8.4.6. Charging the timekeeping equipment can be done from the 12V power source: the power connector of the car or a direct 2- wired charging line (recommended).
IMPORTANT: The organiser cannot be held responsible in case of a malfunction of the timekeeping system due to the loss of power supply.
9. CREWS AND TEAMS
9.1. Crews consist of the driver and co-driver and a possible total of 4 members. The driver has full responsibility and he is obliged to possess a valid driving license at the time of the rally for the corresponding type of vehicle.
9.2. Throughout each event, the members of the crew, namely the driver and the co-driver, can change places if they both possess a valid driving license for the corresponding type of vehicle.
9.3. During the event the participating crews can form teams. Each team may consist of 3-5 crews, and at the classification of the teams the three consisting crews with the fewest penalty points will be awarded. Each team has to pay an entry fee of 150 RON per event.
9.4. Registration of teams can be done by filling the entry form published on www.msclassicdays.ro after the validation of each crew separately.
10. PROTESTS
10.1. All protests must be handed in to the Chairman of the Rally in writing, with signature, within 15 minutes after the announcement of the provisional results.
10.2. All protests will be charged 100 RON, this sum being refunded only in case the protest turns out to be justified after the necessary analysis.
10.3. Protests regarding the times measured by the timekeeping system are not accepted.
11. PRIZES
11.1 Winners will be awarded as follows:
1. CLASSIFICATION for each category separately - 1, 2, 3
2. VW Cup - 1, 2, 3 prizes – offered by Aliat AMS
3. General CLASSIFICATION - 1, 2, 3 prizes
4. The oldest vehicle to finish the rally
5. Ladies’ Cup
6. The smallest cylinders finishing the rally
7. Teams – 1, 2, 3 – prizes
The Organiser has the right to decide to offer any other special prizes or cups.
SUMMARY OF PENALTIES :
1. Omittance of the start at the specified minute: 150 points
2. Early entrance in the Start of the Stage and blocking the competitor who should start in that minute: 150 points
3. Early arrival at the Time Control: maximum 150 points
4. Delay at the Time Control: 150 points
5. Early arrival at Special Stages (TR): 0,1 point per 1/10 seconds, (1 pt/second) maximum 900 points
6. Delay at the Special Stages (TR): 0,1 point per 1/10 seconds, (1 pt/second) maximum 900 points
7. Stopping or reversing at the Regularity Test (TR): 150 points
8. Lack of the stamp at the Passage Control (CT): 150 points
9. Lack of observations and modifications in the Roadbook or its loss: 150 points
10. Lack of photos: 150 points
11. Exceeding the legal speed at the speed control points: 900 points
12. Incorrect approach at a time control point (arrival from the wrong direction): 150 points
13. The lack of stickers, competition numbers, sponsors, organisers (provided by the organisers) in visible places: 150 points / sticker
